Han var i Fjernsynsteatret fra 1975 til 1979 og sjef for Telemark Teater i perioden 1982 til 1984. Han huskes særlig for sin tolkning av Vidkun Quisling i Stein Ørnhøis dokudrama «Et liv – en rettssak» fra 1988. Han spilte også i flere norske filmer. Kvalem var forbundsleder for Norsk Skuespillerforbund 1974–1976.
